Problem
A new snap ring and associated parts need to be installed in the governor on certain 3408 Generator Set, 3408 Industrial, and 3412 Generator Set Engines equipped with a 3% Regulation Hydromechanical Governor and an Energized-To-Run Shut-Off Solenoid Group. Failure to make this repair as soon as possible could result in overspeed.

NOTE: When submitting a claim for an engine equipped with a dealer installed 7W7787 Energized-to-Run (ETR) Shut-off Solenoid Group (7X1075 Solenoid Assembly), that does not have its identification number listed under Affected Product, include the comment "dealer installed 7W7787 Energized-to-Run (ETR) Shut-off Solenoid Group" in the claim story.

Rework Procedure
3408 Generator Set, 3408 Industrial, And 3412 Generator Set Engines Equipped With A 3% Regulation Hydromechanical Governor And An Energized-To-Run Shut-Off Solenoid Group
1. Disconnect any wiring, remote mounted throttle linkage, or manual shut-off linkage from the governor. It is not necessary to remove a hand throttle mounted directly on the governor housing.
2. Remove the "Energized-To-Run" shut-off solenoid assembly.
3. Remove the small fuel setting cover from the top plate.
4. Carefully remove the upper governor housing. The shut-off linkage is under the stop collar and a dowel in the top plate fits in a notch in the stop collar preventing the collar from rotating.
5. Remove the bolt from the stop collar and remove the stop collar and its spring.
6. Carefully remove the governor housing. Lift the governor housing straight up to prevent damage to the dashpot piston assembly, stop bolt or the spring guide in the governor housing.
7. Remove the governor spring and its upper spring seat.
8. Using the "Rack Zero" end of the 6V6019 Timing Pin, center the rack. This will make it easier to disassemble and assemble the governor components.
9. Pull up on the 4N8138 Stop Bolt to expose the small 2H3429 Snap Ring in the opening in the side of the 7N1019 Spring Seat.
10. Use snap ring pliers (90 degree - external) to remove the snap ring from the 7N1018 Guide. The 2H3429 Snap Ring will not be reused.
11. Remove the 4N8138 Stop Bolt, 4N6408 Dashpot Piston Assembly, 6N1777 Spring, 2N1440 Spacer, 7N1017 Retaining Ring, 8L8500 Bearing, and 7N1019 Spring Seat. These parts will come off as a unit.
12. Remove the 4N6408 Dashpot Piston Assembly and its 6N1777 Spring as a unit from the top of the 7N1019 Spring Seat. Rotate the 6N1777 Spring counterclockwise while pulling gently to remove it from the spring seat.
13. Remove the 7N1017 Retaining Ring and 8L8500 Bearing from the bottom of the 7N1019 Spring Seat. The 4N8138 Stop Bolt, 2N1440 Spacer, and 7N1019 Spring Seat will not be reused.
14. Install the new 6I2137 Stop Bolt though the bottom of the new 6I3767 Spring Seat. Then, install the 8L8500 Bearing and 7N1017 Retaining Ring in the new spring seat.
15. Install the 4N6408 Dashpot Piston Assembly and 6N1777 Spring on the top of the new spring seat. Rotate the 6N1777 Spring clockwise while gently pushing to install it on the spring seat.
16. Remove the small 8L8501 Dowel from the 7N1018 Guide and remove the guide and 6H9691 O-ring Seal. The o-ring seal may come off with the guide. The 7N1018 Guide, 6H9691 O-ring Seal, and 8L8501 Dowel will not be reused.
17. Slide a new 6H9691 O-ring Seal into the bore of the new 6I2139 Guide.
18. Install the new guide over the valve of the governor servo.
NOTE: Make sure that the toes of the governor flyweights are under the bottom of the guide.
19. Press down on the guide to compress the o-ring seal and to align the dowel holes in the guide and the valve. Then, install the new 6I0287 Dowel. Center the dowel in the guide.
20. Insert the new 6I2138 Spacer through the opening in the side of the 6I3767 Spring Seat and set it top of the 8L8500 Bearing.
21. Holding the stop bolt against the 6I2138 Spacer, install the spring seat assembly over the guide. Use the stop bolt to help slide the spacer over the guide.
22. Holding the stop bolt up, carefully set the new 3E4366 Snap Ring on top of the guide. Position the square outside edge of the snap ring up.
NOTE: Do not use snap ring pliers to install the snap ring. The new stop bolt is designed as an installation tool for the snap ring.
23. Carefully position the stop bolt on top of the snap ring and gently press down on the stop bolt until the snap ring is fully seated into the groove in the guide. A snap will be heard and felt when the snap ring seats.
24. Remove the timing pin and lift the stop bolt with a moderate pulling action to check for proper assembly.
NOTE: Make sure that the flyweights toes can not come out from under the guide.
25. Install the governor spring and its upper spring seat.
26. Carefully position the governor housing over the stop bolt and lower the governor housing. Make sure that the upper spring seat slides over the spring guide in the governor housing and that the dashpot piston assembly does not cock in its bore. Tighten all the governor housing mounting bolts.
27. Install the small spring, stop collar, and its bolt. Pull up on the stop collar when tightening the bolt to remove the backlash between the bolt and the groove in the stop bolt.
28. Carefully install the upper governor housing. Make sure that shut-off linkage is under the stop collar and that the dowel in the top plate is in the notch in the side of the stop collar. Tighten all the mounting bolts.
29. Following the procedure in the Service Manual, adjust the fuel setting to the value on the Engine Information Plate.
30. Install the fuel setting cover and the "Energized-to-Run" shut-off solenoid assembly.
NOTE: The 8L3873 Gaskets go next to the shut-off solenoid and the 6L1597 Gasket goes next to the lower 7E8699 Cover.
31. If the "Energized-to-Run" shut-off solenoid is not equipped with an adjustable stop bolt, install a 7E8699 Cover with a 7E6073 Stop Bolt, 5M2894 Washer, and 4J8265 Lock Nut. Then, adjust the stop bolt as described below. (See Illustration 2)
If the shut-off solenoid is already equipped with an adjustable stop bolt, adjust the stop bolt as follows:
a) Loosen the 4J8265 Lock Nut and back out the 7E6073 Stop Bolt several turns.
b) Rotate the manual shut-off shaft clockwise to the shut-off position and fasten it in that position.
c) Hold the locknut and turn the stop bolt in until it contacts the plunger of the shut-off solenoid.
d) Turn the stop bolt in an additional ± turn and tighten the locknut.
e) Release the manual shut-off shaft.
32. Install any wiring, remote mounted throttle linkage or manual shut-off linkage removed in Step 1.
33. Remove the air cleaner element(s).
NOTE: Be prepared to block off the air inlet if the engine starts to overspeed.
34. Start the engine.
35. The engine should run steady at idle.
36. To test the adjustment of the solenoid stop bolt, run the engine at high idle speed, no load, and shut it off. The engine must shut down.
If the engine continues to run at a speed less than high idle speed or shuts down too slowly, readjust the 7E6043 Stop Bolt turn less than set in Step 31d. Repeat the test.
37. If possible, apply a load and make sure the engine picks up the load properly and maintains its normal full load speed. Take the load off and return the engine to low idle.
38. Shut-off the engine.
39. Install the air cleaner element(s).
40. Install new governor seals and wire.
41. Stamp the letter "G" on the block next to the serial number plate.
