PROBLEM
Certain 1997 machines with 3306 engines may have been shipped to U.S. and Canada without the appropriate tamper resistant bolts and EPA Emissions Certification Label.AFFECTED PRODUCT

ACTION REQUIRED
Emission label rework
No Dealer action is needed for the EPA label, unless the Dealer is on record as the Owner of the machine. Each Owner Notification Letter includes an Engine Emission Label, and requests the customer to apply it to the valve cover on the engine of the Affected Machine.In cases where the Dealer is the machine owner (Dealer inventory, rental fleet, etc.), the Dealer will receive the Owner Notification Letter, and is expected to install the label. If unit has been sold, and the Dealer receives the Owner Notification Letter, the Dealer is expected to inform the Customer and forward the Owner Notification Letter and label for the Customer to install. For any EPA questions, Dealers may call Product Support 309-578-4604.
Tamper resistant bolt rework
- Remove the 5P6945 Bolt and 5P0537 Washer from the 1115162 Fuel Ratio Control Group and install a 1287794 Tamper Resistant Bolt and reuse the washer.
- Remove the 6V5894 Bolt and 5P0537 Washer from the 1288806 Fuel Pump Group, and install a 1287796 Tamper Resistant Bolt reusing the washer.
- Tighten the bolt until the head shears off (approximately 12 N·m).
- Install lock wire through the holes in the tamper resistant bolts and attach dealer seal.

Dear Caterpillar Product Owner:
The 1997 engine installed in your machine listed below is certified to meet the Environmental Protection Agency's non-road emission regulations. However, the engine may have been shipped without the appropriate tamper resistant bolts on the fuel ratio control and pump.
Contact your local Caterpillar dealer immediately to schedule this service to the products listed below. The dealer will advise you of the time required to complete the service. Please refer to the dealer Service Letter when scheduling this service. There is no charge for this service.
Your machine may also be missing the EPA emission certification label. Please apply the enclosed Emission Label to the valve cover of the engine or a flat place on the engine where the label could be easily viewed after application. Peel the backing from the self-stick label, and apply it to a clean, dry area of the engine valve cover (TOP COVER OF THE ENGINE) or wherever is appropriate. Remove the clear laminate cover and place it over the emission label.
__ If the engine already has an emission label, please return the new label and this letter in the return envelope provided. The Emission label is a separate label about 9 inches long; and should not be confused with the Engine Information Label which shows engine data, and is 4.5 inches long.

We regret the inconvenience that
this may cause you; but having the tamper resistant bolts and the emission
label in place should eliminate the possibility of any field enforcement
activity that could limit the use of the machine. An emission compliant
engine will enhance the ability to sell the machine and these bolts and
label are required whenever machines are moved across United States borders.
